Mayoral candidate Tom Barrow, who twice sought to unseat Coleman A. Young in the 1980s, has failed in his efforts to expunge a 1994 tax evasion conviction from his record.

Barrow, an accountant who served 18 months in prison on 11 counts, and has since fought the conviction, citing prosecutorial misconduct and other charges, was denied having it expunged Sept. 24 in U.S. District Court. Judge Denise Page Hood wrote that the court hadn’t found an error of fact that would have altered the outcome of Barrow’s trial.

Barrow, who faces Mayor Dave Bing in November, received 11 percent of the vote in the August primary.
